Housing Production Plan Update 2022
A Housing Production Plan is a proactive strategy to address a community's unique housing needs and provide solutions to meet those needs that are appropriate for the community. A Housing Production Plan (HPP) is a state-recognized planning tool that, under certain circumstances, permits municipalities to influence the location, type, and pace of affordable housing development. This HPP establishes a strategic plan for production of affordable and mixed-income housing that is based on a comprehensive housing needs assessment and provides a detailed analysis of development constraints. This HPP is being prepared in accordance with the Massachusetts Department of Housing and Community Development (DHCD) requirements and describes how the Town of Barnstable plans to create and preserve affordable and mixed-income housing as well as create more housing options in the community. It updates the Housing Production Plan and Housing Needs Assessment that were completed in 2018.
The process begins with a community outreach phase that includes conversations with stakeholders in Barnstable and data gathering and analysis that will produce a Housing Needs Assessment. These initial findings will be presented at the Community Housing Forum that will serve to inform and engage the public in further discussion of housing needs and a vision for a healthy, equitable and vibrant community. Using the community input a draft of goals and strategies will be developed. This product will be presented at a second Community Housing Forum. The plan and the process will be guided throughout by the Town’s Housing Committee. A draft of the plan will be released for public comment. A final draft of the plan will be presented to the Planning Board and the Town Council, who must vote to approve the plan. Once approved by the Town, the plan is submitted to the Commonwealth’s Department of Housing and Community Development for review and approval.
