HUD requires the Town of Barnstable to develop a comprehensive five-year plan that is an assessment of housing and community development needs and identifies goals and outcomes of the CDBG program. The Town is also required to complete an Annual Action Plan (AAP) and the Consolidated Annual Performance and Evaluation Report (CAPER) to report on progress toward meeting Con Plan goals and priorities to be addressed in the upcoming year.
